What is the Homeowners Incentive Program, otherwise known as HIP?
Hip is a cooperative program sponsored by the City of Bellingham and Whatcom County. Program participants receive assistance and reimbursements for materials and professional services when they complete projects on their property that reduce runoff and pollution entering the lake.
On a HIP project we completed back in September (see photos below), Moceri Construction
installed an infiltration trench (see 'path of rocks' in photo) which collects
storm water from gutters and surface flow run off allowing water to infiltrate
into the ground. The water then becomes a ground source rather than surface
flow.
Along with the main infiltration system and planting of
native plants, we installed new gutters, pervious pavers, a large rain barrel
and a pervious bocce ball court which satisfied the spirit of the project in a
fun and unique way.
